James Carafano (2014) describes a “lack of intellectual clarity” regarding HD and DSCA. How can we, as national security practitioners (and here I include those of us working, or aspiring to work in the fields of either homeland security, homeland defense, or civil support), preclude heading toward that slippery slope? Or better yet, how can we improve the “intellectual clarity”?
